Audit Governance and Accounts
To consider the Head of Internal Audit’s annual report and opinion, and a summary of audit activity (actual and proposed) and the level of assurance it can give over the council’s corporate governance arrangements. To consider summaries of specific internal audit reports as requested. To maintain an overview of the council’s constitution in respect of contract standing orders, contract procedures, financial regulations, financial procedures and officer codes of conduct and behaviour. To monitor the effective development and operation of risk management and corporate governance in the council. To ensure that there are robust procedures in place covering Whistleblowing, the anti-fraud and corruption strategy and the council’s complaints process. To oversee the production of the council’s Statement on Internal Control and to recommend its adoption. To review the annual Statement of Accounts.

To consider two referrals from the Council meting held on 22 July 2004 (a) the Notice of Motion concerning “secret voting” and (b) the Revised Constitution for “further significant work to be undertaken”.
Credit Union Single Issue Panel
To investigate the issue of whether or not a local credit union (a financial co-operative owned and controlled by its members)should be set up in the Borough.
Economic and Community Development Overview
Any matter which impacts on the social well-being of the Borough of Basingstoke & Deane, its inhabitants or environs including the service areas, topics and policies covered by the Economic & Educational Development and Sport & Leisure Portfolios.
Performance Panel
Scrutinise the Council's performance.
Scrutiny
Review and scrutinise decisions made by the Leader, Cabinet Members and Council Officers; Review and scrutinise the performance of the Council; Question the Leader and the Cabinet and Chief Officers about their decisions and performance; Make recommendations from the outcome of the scrutiny process; Review and scrutinise the performance of other public bodies, within the remit of legislation in the Borough and invite reports from them; Undertake the work of the Financial and Accounts Review Panel; Manage the call-in process; Monitor, evaluate and review the work of the Overview Committees, all policy panels and sub-committees and the performance of appointed Chairmen.
Tree Shading Single Issue Panel
To provide a mechanism to enable decisions made by officers (over a request to deal with a shading issue) to either be confirmed or amended by the Panel.
